A 23" light bar and a 12" light bar can both be classed as mini, and it can come down to the size of your vehicle as to what you would need to go for.

The full sized light bars can give you maximum visibility and are instant warning signs to others. Strobe lights can give you a very iconic emergency light that most would recognize immediately and the Mini light bars can give you the more compact lighting options for your vehicles.
